MMEA District IV Spring Meeting

Those present introduced themselves.


President’s Report:  Heidi McCarthy: Attached to agenda, see proposed language for changes to MMEA rules making the treasurer of MMEA a paid position.  This will be voted on at the All-State meeting.

-Conference registration forms available on-line.

-Please inform Heidi of any music teaching positions in jeopardy so she may notify the advocacy people.

-Thanks to festival hosts – Lawrence for jazz festival, Mt. View for elementary festival.


Treasurer’s Report: Ben Clark: Both festivals ended up in the black – see printed report.

- Large quantity of pencils were purchased; these will supply festivals for years to come.

- Total balance of bank accounts: $5,767.51


Secretary’s Report: Minutes from the April 7 meeting accepted by vote.


Old Business:


  1. Elementary Festival 2011:

Date: April 6, 2011

Hosts: tentatively – Messalonskee (still awaiting news of performing arts center availability)

Band Manager: Marisa Weinstein

Choral Managers: Matt Madore and Heidi McCarthy

    Orchestra Managers: Dan Keller, Steve Muise, Nancy Beacham

    Conductors: TBA


  1. Elementary festival - a change to the nomination form was voted in at April 7 meeting: “chorus teachers may nominate for the festival up to 40% or 10 students, whichever is larger.”  Some discussion of whether 40% is too high.  Consensus: “Let’s see how it goes this coming year.”


  1. Junior Festival – should we reinstate this festival? No interest was expressed; therefore, no JH festival in 2010-11.


  1. Jazz Festival – Sam Moore-Young: Jazz VP vote was inconclusive; there needs to be another vote.  Please come to jazz meetings in numbers in order to effect change.  Jazz by-laws are going to be discussed and revised.  Dean Neal: be prepared for meetings – write out motions ahead of time suggesting specific changes.

Discussion of issues surrounding this year’s jazz festival:

- We should not have to be personally involved in leadership of jazz division in order to expect rules to be followed and professional behavior to be maintained.

- At jazz festival this year - a music administrator was unhappy with the judges’ scores for a group from his district. He expressed this to the host music teacher during the festival in the hallway (not privately) in a disrespectful, unprofessional manner.

- If an educator acts in an unprofessional way, it needs to be addressed in a professional manner.  Letters regarding this behavior should be sent to that educator’s superintendent of schools, school board chairman, and principal.

-Barring festival participation by the district represented by the offending individual would not be effective.

-The rule was not broken by the Nokomis director, but by the Jazz VP who allowed them to go to more than one district festival in order to qualify for the state festival.

-The rule prohibiting more than one district festival is hard to locate in the jazz rules document, but it is there.

-There is a clause in the jazz rules that allows the VP to override any of the rules.

-We need to ask MMEA to change that clause and install an appeals procedure like the one used for all-state auditions.  Andy Forster agreed to work on that.


Motion to send letters regarding unprofessional behavior of the Nokomis educator to the RSU 19 school board chair, superintendent of schools, and Nokomis HS principal.

(Moved by Pam Rhein, 2nd by Marisa Weinstein.) Motion passed unanimously.



New Business:

  1. Jazz Festival 2011:

Date: Feb. 16, 2011  (snow date: March 2)

Host: Lawrence HS, Renae Misner will host; Dean Neal will secure adjudicators.

  1. Fall District IV Meeting: Monday, September 13, 2010, 5:00 PM at Lawrence HS music room.

  2. Sam Moore-Young announced that a meeting will be held at the All-State conference for any directors interested in nominating students for Eastern United Stated B.O.C.J.

ARTICLE V  DUTIES OF OFFICERS
Section 10 TREASURER
 The Treasurer shall be custodian of all funds of the MMEA. He/she or the Assistant Treasurer shall pay all bills against the MMEA as approved within the budget or when properly approved by the President. The Treasurer shall be bonded. He/she shall attend all MMEA Executive Board meetings and shall present a proposed budget to the Executive Board at the first meeting after the BOC All-State Festival, shall have an audit made of his/her books annually by a public accountant and shall furnish a copy of the audit to the Executive Board. He/she shall present an audited report covering all receipts and disbursements during the fiscal year at the MMEA February Executive Board meeting, and have it published in the Spring issue of the Bulletin or on line at the MMEA web site.

The office of Treasurer shall be an appointed position with an annual total compensation package of $5,000.00 to be paid in 10 installments (September-June).
